Notification under Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026

We'd like to hear from local communities, individuals, businesses and anyone with an interest in the area, as we are preparing a new City Plan.

Scope of the City Plan 

The new City Plan will: 

  • set out policies to guide future development in the city over a 15 year time period
  • identify how much new housing and commercial space will be needed to help meet the needs of our residents and businesses
  • support the creation and maintenance of thriving sustainable communities by encouraging high quality and well-designed places
  • conserve and enhance the environment, biodiversity and our important heritage assets 
  • ensure new development is supported by necessary infrastructure 
  • conform with the new National Planning Policy Framework 
  • cover the administrative area of the city council that is not within the South Downs National Park 

The new plan, once adopted, will replace the City Plan Part 1 and City Plan Part 2. 

The Policies Map (2022) will also be updated to include site allocations and new and/ or updated policy designations related to the new City Plan.

City Plan Scoping consultation 

As part of the new 30‑month plan-making process, we are starting with an early engagement stage. This gives residents, businesses, and anyone with an interest in the area the opportunity to: 

  • identify the main challenges and opportunities facing the city 
  • tell us what the City Plan should include 
  • share your views on local priorities 
  • let us know how you would like to be involved throughout the process 

This stage is an important first step in shaping the Plan. 

The Strategic Environmental Assessment (SEA) Scoping Report is also available for comment. 

We are also undertaking another Call for Sites to enable potential development sites to be submitted to us for consideration whether for housing, employment, retail or any other uses. 

City Plan timetable 

The table below sets out the main stages of preparation for the new City Plan:

Proposed City Plan content and evidence consultation 20 June to 15 August 2028
Submission of City Plan for independent examination  25 October 2028
Full Council to consider adoption of City Plan March 2029
