What Moving Traffic Enforcement (MTE) is

The Department for Transport (DfT) has granted us Moving Traffic Enforcement powers. This means that, under Part 6 of the Traffic Management Act 2004, we're allowed to use camera technology to enforce certain traffic restrictions.

Moving Traffic Enforcement (MTE) uses cameras to identify vehicles that do not comply with existing traffic restrictions, such as prohibited turns, one-way streets and vehicle access restrictions.

Our aim is to:

  • improve road safety
  • increase compliance with traffic regulations
  • reduce congestion
  • support better traffic flow across the city

School Streets enforcement 

MTE camera enforcement will go live at three School Street locations across the city on 2 September 2026.

School Streets create safer and healthier environments around schools by restricting vehicle access during school drop-off and pick-up times. Camera enforcement supports this scheme by helping to ensure compliance with the restrictions. This improves safety for pupils as well as parents and carers.

Proposed enforcement locations

We're seeking views on introducing camera enforcement at the following locations:

  1. Carden Avenue at the entrance to the one-way section of Carden Crescent
  2. London Road prohibited left turn into New England Road
  3. Ditchling Road prohibited left turn into Baker Street
  4. West Street prohibited right turn into Rottingdean High Street
  5. Ditchling Road into Francis Street motor vehicle prohibition (Except for Access)

Why we've selected these locations

Our monitoring and site observations at these locations show that some drivers continue to ignore the restrictions in place. Several locations have also experienced collisions or other road safety concerns.
