Who can apply for an on-street parking bay

If you're a Blue Badge holder, you can apply for an on-street parking bay outside or near your home if you have no off-street parking, such as a garage or driveway. You can apply if you are the driver or if the driver lives with you.

Anyone with a Blue Badge may park in a disabled parking bay, even if they did not request that specific bay.

We can only install disabled parking bays on the public highway. We cannot place bays on private land or areas which are not public highways, such as:

• off-street car parks
• areas managed by Housing trusts

Apply online

We would prefer that you make your application and payment online, if possible. There's a non-refundable administrative fee of £15.

To get a paper application form sent to you by post, or to pay the £15 non-refundable administration fee to process an application, phone the Disabled Parking Bay Enquiries Team.

How long the request will take

If the request is in a Controlled Parking Zone (CPZ), it may take 1 year or longer.

If the request is outside of a Controlled Parking Zone (CPZ), it may take up to 6 months or longer.

The application process is outlined below.

1. We'll write to you to acknowledge your application.
2. We'll visit the site to ensure the bay meets our traffic management criteria.
3. We'll write to you to tell you whether we've approved the bay.

If you live in a Controlled Parking Zone, we will send you a proposed location plan of where the bay will be placed. The disabled bay can only be implemented following approval through the next available Traffic Regulation Order (TRO) process. 

If you live outside of a Controlled Parking Zone, we may place white guidance marks down to show where the bay will start. We'll then arrange for an advisory disabled bay to be installed. The bay will remain advisory until the relevant Traffic Regulation Order (TRO) has been sealed and a sign has been installed, after which the bay will be enforceable.
